Head of Khakassky Reserve Victor Nepomnyaschy and new head of Tashtyp District Aleksey Dyachenko had a working meeting to discuss issues of cooperation between the reserve, district administration and local population.

The most important topic for discussion was inclusion of Khakassky Reserve, along with the part of Tashtyp District, in the UNESCO World Network of Biosphere Reserves. Establishment of a biosphere reserve is a result of collaboration between the district administration, federal reserve, and residents of the republic. Being a member of the World Network of Biosphere Reserves imposes certain obligations, but at the same time it gives special advantages over other regions. First of all, designation of a biosphere reserve creates a positive image in the eyes of international community. It also allows to participate in numerous grant and research programs, helps to attract more tourists, and provides sustainable economic development.

Most benefits of a biosphere reserve designation can already be seen in Khakassky Reserve. By 2017, over 45 jobs have been created in Tashtyp District with over 7 million roubles in payroll. Tax payments to the district’s budget are estimated at 850 thousand roubles.

Thanks to joint efforts, a modern center of environmental education has been created in the city of Abaza. Besides a visitor center, there is a Taiga Literacy complex—a collection of more than 726 trees and shrubs that belong to 28 species. The center is a place for excursions, educational quests and games; it also serves as a platform for different pilot environmental projects.

The participants of the meeting agreed to cooperate in environmental and educational activities in the next 2 years and continue implementation of the Live Lessons program initiated by the Ministry of Education and Science of the Republic of Khakassia. As part of a personnel training program, Khakassky Reserve plans to build a complex for professional training of protected area specialists in Tashtyp District by the year 2020. It will also become a place for a Young Ranger School.

A part of the meeting was dedicated to further development of educational tourism. Tashtyp District attracts visitors because of its location, beautiful nature, and diversity of plants and animals. However, there are some difficulties, such as underdevelopment of tourism infrastructure, poor quality of services, lack of accommodation and food services.

“Lack of proper tourism infrastructure is the primary constraint that hinders development of tourism in Tashtyp District. For its part, Khakassky Reserve makes every effort to create conditions for sustainable development of local communities in all areas,” reported Victor Nepomnyaschy.

By 2020, the existing facilities are planned to be expanded and refurbished to accommodate 50 visitors at the same time. A new visitor center and two eco-trails will be built in Pozarym Wildlife Refuge.

The head of Tashtyp District Aleksey Dyachenko pointed out that collaboration with the reserve has been established earlier by the previous district administration. For example, they created an excursion route from Khakassky Reserve to Uriankhai Krai (Tuva Republic) that follows the steps of Ivan Shtygashev—a missionary, writer, enlightener, priest and scientist—who contributed to establishing a relationship with Tuva Republic (1986—1915).

“We are willing to cooperate with the reserve in developing the district, attracting investment, and encouraging ecotourism development,” assured Aleksey Dyachenko.

Catching a poacher or violator in a protected area that lies in a mountain taiga region is a challenging task, especially if there are more than 250 thousand hectares to patrol. In such cases, protection of the area may be enhanced with modern technical devices.

It has been several years since Khakassky Reserve’s state inspectors started using cameras to monitor protected areas and collecting evidence of violation. A camera trap is usually installed in a place where a violator is most likely to appear. Camera automatically takes photos of all moving objects and registers date and time; it works completely silently, shoots in daylight and at night, and can operate in autonomous mode for half a year.

In summer 2017, camera traps installed in Pozarym Wildlife Refuge registered three men with hunting guns who violated the protected borders. As part of cooperation activities between federally protected areas, photos were sent to neighboring regions to identify violators. Soon, all men were recognized as residents of the Kara-Hol Village (Tuva Republic), and currently an administrative case against the violators is being initiated.

Such cooperation between different authorities and regions shows a significant positive effect on protection of reserves and nature parks. More and more people begin to realize that illegal actions in protected areas always have consequences.

Khakassky Reserve plans to acquire new night-vision devices, camera traps, anti-poaching devices, thermographic cameras, and unmanned aerial vehicles. It has become possible thanks to SUEK-Khakassia company that provided financial support to the reserve within the Year of Ecology and Protected Areas in Russia. New devices will help state inspectors prevent violations in protected areas, and quickly respond to threats to the environment.
