Khakassky Reserve recommended to be included in UNESCO World Network of Biosphere Reserves

Recently, Khakassky Reserve received an official letter from the UNESCO’s International Coordinating Council of the MAB (Man and the Biosphere) Programme. It says that the Khakassky Reserve’s application has been approved without comments and recommended for being included in the World Network of Biosphere Reserves.

“This important event will open new perspectives on international collaboration,” said Valery Neronov, vice-chairperson of the International Coordinating Council of the MAB Programme and deputy chair of the Russian MAB Committee.

The recommendation will be considered at the 29th Session of the International Coordinating Council of the MAB Programme in the end of June, 2017, in Paris (France). If the application is accepted, Khakassky Reserve will receive an official UNESCO Biosphere Reserve certificate.

The status of a biosphere reserve attracts international attention to nature complexes and conservation activities of the protected area. Once every two years the International Coordinating Council of the MAB meets to discuss further development of biosphere reserves and guide and supervise the program participants.

Annual meeting of the Association of Reserves and National Parks of Altai-Sayan Ecoregion took place on March 16th, 2017, in Sayano-Shushenskiy State Nature Biosphere Reserve. The participants discussed the achievements of the past year, and made decisions on several issues.

The Association of Reserves and National Parks of Altai-Sayan Ecoregion is a nonprofit organization created to supervise conservation activities of its members and to promote favorable image of protected areas.

The meeting brought together representatives from Sayano-Shushenskiy, Katun, Ubsunur Hollow, Azas, Stolby, Central Siberia, Kuznetsk Alatau, Khakassky, Taymyr, Altaiskiy, Tigirekskiy, and Tungussky nature reserves, Shorsky, Sailugemskiy, and Shushensky Bor national parks, Ergaki Nature Park, WWF Russia, Conservation Country National Foundation, and directorates of protected areas of Krasnoyarsk Krai, Tuva Republic and Khakassia.

At the meeting, the participants welcomed new members of the Association—Sailugemskiy National Park, Tuva Nature Park, and Taymyr Nature Reserve,—and re-elected Igor Gryazin as the executive director and Vasily Tolmchev as the chairperson of the Association.

The Association members discussed issues of conservation of rare and endangered species (especially, snow leopard) that inhabit the Altai-Sayan ecoregion, talked about the prospects of creating a united Tourist Information Center of the Association, and decided to organize joint events aimed at professional development of the protected areas specialists.

Snow begins to melt in steppe areas, and usually first wildfires start there in April. Most wildfires spread to the reserve from bordering areas.

As preparation for fire season, Khakassky Reserve’s state inspectors took training in extinguishing wildfires. The training took place in the Lake Itkul area and was visited by the reserve executives and a representative of the Administration of Federal Service for Supervision in the Sphere of Nature Management of Khakassia.

As part of the training scenario, the state inspectors were informed about a wildfire and its location, and instructed to extinguish the fire. The purpose of the training was to develop and demonstrate skills of effective communication, fire risk assessment, and tactical decision making.

“Such unscheduled inspections for fire season readiness are conducted by the Federal Service for Supervision in the Sphere of Nature Management once every three years or can be initiated more often by the Government of the Russian Federation. The main goal is to check the actions of fire department in case of a wildfire in a protected area,” commented Mihail Tserbunov, a deputy head of the Department for Environmental Supervision (Administration of Federal Service for Supervision in the Sphere of Nature Management of Khakassia).

Khakassky Reserve’s state inspectors demonstrated readiness of fire trucks and equipment: water tenders, Silant firetrucks, fire sprinklers, fire pumps, and extinguisher backpacks. More trainings for fire season 2017 will take place next week at the Khakassky Reserve’s fire-chemical station (city of Abaza).

Annual expedition to Pozarym Wildlife Refuge aimed at study of rare and endangered species finished at the end of February.

This year, the research was supported by the World Wide Fund for Nature. Scientists from Khakassky Reserve and invited experts made more then 1,500 km by snowmobiles and 50 km on foot, downloaded photographs taken by camera traps, and performed technical maintenance of over 30 cameras. These camera traps were installed in the refuge 5 years ago, and since then they took about 70 thousand photos.

The researchers managed to do a 6-day visual observation of Siberian ibex—animal listed in the Red Data Book, carried out biotechnological activities and performed annual winter counts in the protected area.

Expedition plans for 2017 include observation of remote areas for the purpose of finding more traces of rare species, such as snow leopard, Siberian ibex, and reindeer.

This winter has been not snowy, especially in mountain taiga areas, which complicated the researcher’s work and influenced animal life.

For example, most ungulates migrated to easily traversable mountains and taiga areas, such as flood plains, southern slopes and ravines. Because of that, the average number of species in a group increased—the researchers found herds of up to 20 red deer at a time. This brought about another change: increase in the number of wolves in the Pozarym Refuge. Another predator—lynx—migrated from high mountains to low and middle mountain belts: no traces of lynx were registered in high mountainous areas.

The data received during the expedition are being processed and will be presented later.
